And you have removed any USB storage from the rPi before booting.
If all questions are yes, can you flash raspbian to the SD and try to boot that one. If that goes succesfull, type the following in the prompt and post the results: cat /proc/device-tree/model

I have been using Volumio in various incarnations, for well over a year without issue on other RPi variants.
This RPi4 1gb will boot Raspi OS, but not Volumio
Will reload and get back to you with the results of " `cat /proc/device-tree/model"
Downloaded a fresh iso of V 3.396, used Balena Etcher instead of RP imager, and it has booted to default page for setup.

Ok, weird. You’re the first that has issues with Raspberry Pi Imager. These kind of behaviors we have only seen with Balena.
At least your rpi is on rev1.5. (Volumio had to rebuild the kernel with the change from 1.4 to 1.5, hence my question)
