I am currently using a Beelink mini-PC (i5-8279 processor) as a dedicated Volumio server, with its USB port going to an SMSL SU10 DAC. All my files are accessed over the network from a 4TB USB SSD drive connected to a router. My question is this: would the Volumio Rivo Plus be an upgrade, downgrade or side-grade from this setup? Thanks for any insight you might provide.

Likely an upgrade due to it being optimised for music with attention paid to eliminating external noise from other parts of the computer.
However other solutions are available. Eg Allo usbridge signature.
Although a good quality power supply for your existing system will go a long way.
