That would be a possible reason. I don’t know if it would help, but you may try changing to another repository mirror (which might not be blocked) as described here.
Regarding the successfull installation of other plugins: The Touch Display plugin requires a bunch of additional software which has to be downloaded and installed during the plugin’s installation process. This is not the case with all plugins, so you might have been lucky with the other plugins you managed to install.

I changed the mirror on UK. Touch screen plugin installed normally. Many thanks!

Have another problem: can’t switch from manifest to classic or contemporary. After saving always returning to manifest.
