I’ve been using volumio for a while on a third generation pi. However I’ve come across some smart plugs that need Domoticz. Is it possible to run this next to volumio on the pi?

Everything is possible if you have the right motivation and resources 
Is it recommended? - no, unless you are willing to debug and fix things yourself

You can install Domoticz along Volumio on the Volumio image, but it will be a complicated task.
Domoticz requires older packages, which are not available anymore.
So you need to google the heck out of it, to find older libraries (deb) or even compile them from source. (ssl1, libcrypt1,…)
IMHO, I wouldn’t advise it as it will not benefit Volumio.
