The IR Remote Controller plugin is not yet available for Volumio 3, but I will create a PR on GitHub soon.

but what if i want to test it anyway and also install the other three i have to use?
how can i use the wget command?

Plugins that work on Volumio 2 will not necessarily work with Volumio 3. gvolt has said that the IR Remote isn’t yet ready for the Buster upgrade. You will just have to wait, unfortunately.
