Even though I have a Volumio (3) Premium account, it does not allow me to use Premium features. I get the message " This feature is available for Volumio Premium subscribers" and asks me to “upgrade”. See photo attached.

This may be a network issue. What are your Volumio network settings? How are you connected: ethernet, wifi dynamic IP or fixed IP? Try changing those settings.
Please provide your system setup: type/model computer, Volumio version, DAC.
