Thanks for raising this. Just to clarify first - when you say “Volumio 1.38x”, do you mean the very old v1 series (from about 2015–2016), or was that perhaps a typo for a more recent 3.x version? It would help us to know exactly which build you are on.
On the main point: Volumio is designed for bit-perfect playback. By default it does not apply treble, bass, EQ, or any other DSP shaping. What goes into ALSA is what comes out, unless you explicitly enable resampling, EQ, or plugins that alter the audio. So in that sense, yes - it plays flat.
